The Passenger Tariffs Conference Composite Manual (PTCCM), previously known as the Passenger Standards Conference Tariffs Manual (PSCTM), is the central industry reference for airline passenger tariff resolutions. It brings together agreed standards that govern how fares and related conditions are applied across the global airline network, structured around five core pillars that support consistent tariff interpretation and application. At its foundation, the manual defines a shared set of industry-wide fare and pricing terms, ensuring a common understanding of tariff-related definitions used across Passenger Tariff Conference resolutions. It also sets out mileage application principles, including standards for Maximum Permitted Mileage (MPM), Ticketed Point Mileage (TPM), Standard Origin Mileage (SOM), and the use of global indicators. The PTCCM further establishes fare construction principles that guide how journeys, pricing units, and fare components are built and validated. This includes recognised checks such as Higher Intermediate Point (HIP) and Circle Trip Minimum (CTM), while allowing airlines the flexibility to depart from these standards where commercial considerations apply. In support of international fare construction and interlining, the manual also outlines common currency application rules, covering currency codes, rounding methods, and related financial standards. In addition, the PTCCM provides a framework for interline baggage acceptance, defining standard conditions for baggage handling between airlines. This includes guidance on free baggage allowance rules and related regulations, while permitting member airlines to apply alternative conditions where commercially appropriate. The 20th Edition (2025-2026) incorporates several important updates, including the withdrawal of Resolution 008z, the inclusion of the Middle East under Resolution 017b, and the introduction of new definitions for Fare Construction Checks and Stand-Alone City within Resolution 012. Further amendments have been made to Resolutions 017f and 024d, ensuring the manual remains aligned with current industry practices and tariff requirements.
